Overview: PacificWRO partnered with the City of Bend to deliver a comprehensive furniture solution for the new Public Works Campus, a 45,500-square-foot headquarters building accompanied by two fleet maintenance facilities on a 35.5-acre site in Bend, Oregon. The project brings together five departments and more than 300 employees into a centralized workplace designed to support collaboration, operational efficiency, and long-term growth.

Working closely with MillerKnoll, the PacificWRO, and the City of Bend team developed a tailored furniture package and city-wide standards that support a flexible, inclusive, and resilient work environment. Through a highly collaborative process, including factory tours, workshops, in-person presentations, and hands-on planning sessions, the team engaged department leaders and staff to ensure the workplace solutions reflected real operational needs.

Grounded in activity-based design principles, the workplace was planned as a flexible, adaptable ecosystem supported by a carefully developed kit of parts. The program includes 141 workstations and drop-in spaces, 18 private offices, 10 meeting rooms, 19 phone and focus rooms, and a large training room capable of five distinct configurations. A variety of collaborative lounge settings are intentionally integrated throughout, enabling a range of work modes from focused tasks to team-based interaction. The design was guided by core principles defined by the City: inclusivity and resilience. Every furniture and planning decision was evaluated through these lenses, prioritizing ergonomics, flexibility, universal usability, and long-term durability.

The result is a cohesive, future-ready workplace that balances standardization with choice, supporting the City of Bend’s workforce today while providing a flexible framework for continued evolution in the years ahead.
